I shall regard Hongkong telegram No. 4 to Colonial Office as covered by your telegram to me No. 27 to Shanghai on which I shall act on the first opportunity
after arriving at Nanking.
Having in the meantime communicated draft notes to Minister for Foreign Affairs in the name of His Majesty'a Government in which sum of £250,000 to Hongkong Univer- sity is specified, I do not see that that sum could now possibly be increased. This does not apply to question of Chinese indebtedness to University which having been gratuitously and as I hold quite unnecessarily intro- duced into discussion by Minister for Foreign Affairs can and should be firmly disposed of.
As to Chinose indebtedness to Canton-Kowloon railway His Majesty's Government have throughout gone out of their way to prescribe even to the extent of striking out any reference in my first draft, that matter of debt for railway material is separate and independent issue. adopt Governor's present suggestion would be to run counter to tenour of all instructions you have sent me
